(Беседа была организована после окончания конференции Международного Валютного Фонда, посвященной обсуждению влияния глобального финансово-экономического кризиса на экономику Армении).

- Господин Казарян, уже довольно длительное время в Армении существует Союз предпринимателей Армении - СПП(Р)А. Не могли бы Вы вкратце рассказать о задачах и целях данной организации?

- СПП(Р)А - неправительственная общественная организация, не преследующая цели получения прибыли, объединяющая предпринимателей, занимающих ведущее положение среди многочисленных субъектов (предпринимателей) хозяйствования. Наша основная задача - создание принципов экономического развития страны, реформирование экономики и обеспечение экономического подъема Армении. Без участия бизнеса она не может быть выполнена. Большую роль здесь играет как самоорганизация делового сообщества, превращение его в силу, влиятельную на республиканском и региональном уровнях, так и представление интересов своих членов в органах государственной власти, в отношениях с общественными организациями. А основной функцией нашей организации является обеспечение конструктивных отношений между бизнесом и властью, защита общих интересов армянского делового сообщества, утверждение положительного представления об армянском предпринимательстве в мире.

Немаловажная функция нашей организации - не только обеспечение защиты прав и представление интересов своих членов - промышленников и предпринимателей, как владельцев интеллектуальной и материальной собственности, производителей товаров и услуг, работодателей, нанимателей и налогоплательщиков, в государственных и иных органах, международных организациях, но и способствование развитию системы социального партнерства, содействие экономическим реформам, нацеленным на повышение эффективности производства, достижение устойчивого экономического роста, стимулирование экономической инициативы граждан всех возрастных категорий.

- Господин Казарян, с какими организациями Вы взаимодействуете для решения этих задач?

- СПП(Р)А считает, что конструктивные отношения, доверие между бизнесом и властью - условие стабильности, предсказуемости общества, обеспечения экономического роста. Мы уверены, что взаимодействие между государством и бизнесом следует строить на равноправной основе. Роль государства в армянском обществе должна быть строго очерчена. Необходимо, чтобы государственная власть была эффективной и жесткой в деле обеспечения законности и правопорядка. Открытая для диалога и учитывающая мнение общества, власть должна создавать и обеспечивать равные условия для всех. Одной из функций СПП(Р)А является борьба с использованием власти для незаконного присвоения собственности, с коррупцией и сращиванием бизнеса с государственной властью. Другой немаловажной задачей СПП(Р)А является развитие общественного партнерства.

Мы объединяем работодателей всех уровней, руководителей крупных, средних и малых компаний Армении, отраслевых союзов и корпоративных ассоциаций. Мы строим взаимоотношения с объединениями профсоюзов и органами исполнительной власти в сфере трудовых отношений на принципах партнерства. Мы - за участие работодателей, их объединений в работе трехсторонних комиссий, и рассматриваем эту деятельность как важную форму официального участия представителей бизнеса в формировании экономической политики, в законотворческой деятельности, как возможность публичного отстаивания своих законных интересов во взаимоотношениях с профсоюзами и органами государственной власти.

(The interview was held after the conclusion of the International Monetary Fund conference that was organized to discuss the impact of the global financial and economic crisis on the Armenian economy).

- Mr. Ghazaryan, the Union of Entrepreneurs of Armenia (UMBA) has been operating in Armenia for quite a long time now. Could you please briefly tell about the goals and objectives of the organization?

- The UMBA is a non-governmental, not-for-profit public organization uniting entrepreneurs with a leading position among numerous economic entities. Our main objective is to form the principles of the country’s economic development, reformation of its economy and ensuring its economic growth. It cannot be fulfilled without the involvement of the business sector. Here the self-organization of the business community, its transformation into an influential force, both nationally and regionally, play a significant role, just as representation of its members’ interests in state authority bodies, in the relationships with public organizations. But the main function of our organization is to ensure the establishment of constructive relationships between the business sector and the authorities, protection of the common interests of the Armenian business community, and forming a positive image of the Armenian entrepreneurship throughout the world. Among the most important functions of our organization not only protection in the state-owned, international and other organizations of the rights and representation of the interests of our members - producers and entrepreneurs as the owners of intellectual and material property, providers of products and services, employers and taxpayers - should be mentioned, but also contributing to the development of the social partnership system, assisting in the economic reformation targeted at increasing the efficiency of production, achievement of stable economic growth, and fostering the economic initiative of the citizens representing all the age groups.

- Mr. Ghazaryan, with which organizations do you interact for solving these issues?

The UMBA believes that productive relationships, trust between business and the authorities are the prerequisites of stability, predictability of the society, and the ensured economic growth. We are confident that the interaction between the state and the business community should be established on the principle of equality of rights. The role of the state in the Armenian society should be strictly outlined. It is necessary for the state power to be effective and tough in ensuring legality and abidance by the laws. Open for dialogue and respectful to the public opinion, the authorities should create and secure equal rights for all. One of the UMBA’s functions is the struggle against misuse of power for illegal acquisition of property, corruption and fusion of business with state authority. Development of social partnering is another important objective of the UMBA. We unite employers representing all levels, leaders of large, medium and small companies active in Armenia, and those of sectoral unions and corporate associations. We establish relationships with trade unions and executive authorities in the sphere of working relations based on the partnership principles. We are for participation of employers, their unions in trilateral commissions, and consider this activity as an important form of business representatives’ official participation in the formation of economic policies, in legislative drafting, as an opportunity of public defense of their legal interests in their relationships with the trade unions and executive authorities.

- What is the difference between this association and the other public organizations?

We are a public organization, not a party, and we don’t seek political power. At the same time, we have been and will be supporting those political forces that are capable of defending the industrial interests of our country. We don’t seek to constitute a monopolistic representation of all the producers’ and entrepreneurs’ interests. We perceive the numerous sectoral unions of manufacturers and SMEs as our partners for forming a common basis for ensuring the country’s stable economic growth.
